A spokesperson for Twitter, has said that the list generated by Anonymous are “wildly inaccurate”. It was researched by a third party because Twitter does not review the accounts generated by Anonymous. Many of the alleged ISIS accounts communicate in Arabic, but the messages are often split into multiple tweets due to Twitter’s 140-character limit.

We don’t review anonymous lists posted online, but third party reviews have found them to be wildly inaccurate and full of academics and journalists.

Researchers found bulk of the non related ISIS accounts were dumped because they were either finding about ISIS or spoke in Arabic. Another researher found that list were mixed of Palestinian, Iranian and Chechen accounts.

I’m not saying all of the above are good guys, but they are definitely NOT ISIS.
